If you have been following the Nancy Guthrie case, several things stand out.

Lack of cellphone activity may be as bad as an active cellphone.

They use the case of Bryan Kohberger as an example. he turned his phone
off for 40 minutes giving the police a time frame to investigate. The phone
relays such information as a full charge and the time.

He should have left it at home, even thought it was turned off it still pinged towers
and tried to connect to open wifi points effectively creating a trail.

Even if your phone is in airplane mode it will still communicate some information
to the tower.

The New York City Police Department is reported to have a number of military-grade[1] X-ray vans that contain X-ray equipment for inspecting vehicles.[2]
Technology and functionality

They are described as being able to see into walls[1] and other vehicles using Z backscatter technology.[3][1] They are estimated to cost between $729,000 and $825,000.[1]

The NYPD has not disclosed how this technology is used as it would reveal investigation techniques, however Police Commissioner William Bratton states that they are not used to scan people for weapons.[1]

According to the New York University School of Law Policing Project, the manufacturer of the vans is American Science and Engineering.[4] The product website for the van depicts a video where the van slowly drives past empty passenger cars, and in real time generates an x-ray image.[5]

The x-ray van manufacturer found that the vans expose bystanders to a 40% larger dose of ionizing radiation than the radiation delivered by airport scanners utilizing similar technology. In airports, The European Union and United States Transportation Security Administration banned the use of this type of radiation technology citing privacy and health concerns such as cancer.[2]

Cities are struggling with crime when it's actually their fault.

Instead of doing the right thing by hiring more police, paying a decent wage and providing support,
they opted for a cheaper alternative;

Cameras at intersections
Shotspotter, acoustic triangulation
Flock and AI
License plate readers
StingRay a cellphone tracker
Body cams

The cities were were lied to by the corporations that all of these were cheap and effective.
They were neither.
These services cost tens of millions in taxpayer dollars.
All of these services are very expensive except for StingRay which is provided by the government.
Corporations aren't making the money they thought they would make and the local governments can't afford it.
